The towering mountains and the low river
valleys are witnesses of the history of the three thousand years of civilization
of Chongqing. In the long river of history, the city, with its tremendous
power of cohesion and influence upon its neighboring areas, became a regional
military and political center and a distributing center of commodities.
It has been a flourishing city for over a thousand years. In the last hundred
years and more, the city grew with its commerce, flourished with the move
in of political and industrial establishments from the coastal areas of
east China, and achieved economic take-off with the reform. As a result,
the city of Chongqing has changed from an ancient military strategic pass
into a city open to the outside world that holds a strategic position connecting
the central and western parts of China, from an ancient regional trading
center into an economic center on the upper reaches of the Yangtze River,
from a city of trade of the 19th century into the largest multi-functional
modern industrial and commercial city in west China, and from a port city
in the east part of the Sichuan basin into a municipality directly under
the central government that stands in the hinterland of China but faces
different parts of the world. Since Chongqing Economic & Technological Development
Zone (CETZ) was founded 13 years ago, according to the guideline of "three
focuses, two dedications and one promotion", CETZ does its best to incubate
investment surroundings, brings forth new ideas in the management system,
tries its best to introduce investment both from home and abroad and rears
new economy to fulfill the leapt-over development. In the period of the
10th-five-year plan, the main economic targets of CETZ such as total income,
local GDP, gross industry value, tax revenue, reached 109.1 billion yuan,
30 billion yuan, 80.7 billion yuan, 7.8 billion yuan, 2.1 billion
yuan respectively, which are an increase of more than two times in the
period of the 9th-five-year plan. Now, CETZ has become a new modern city
area with opening-up oriented economy, perfect social functions and beautiful
environment, which is one of the most vigorous regions in economy and for
investment in the upper reaches of Yangtze rive, even in the West of China.
And it does play an important example as an state-owned Economic & Technological
Development Zone to give an impetus to development. In 13 years, CETZ constantly
liberates the ideas, creates bravely and improves its investment surrounding
to accomplish great achievements. By the end of June,2006, investors from
22 countries and regions have localized in the zone. 428 top world 500 enterprises
and well-known firms including Ford, Coca Cola, Ericsson, Honda, BP, Carbone
Lorraine, Visteon, METRO, Johnson Control, Lear, Suzuki, Toyo, DENSO, Daikin,
Kansai, Formosa Plastics and Ting Hsin have set there factories there. And
the total investment volume is about 3.348 billion US dollars and the average
one reaches 7.5 million US dollars. Even 46 projects investment are over
100 billion US dollar. Seven main industries have come into being such as
automobile and motorcycle, electronic information, biological medicine,
fine chemical industry and new material, green food , costume manufacturing
and modern logistic industry. Once all the projects of the zone are in operation,
the gross industry value will be 70 billion yuan. In the beginning of
new history, CETZ will adhere to the principles of Den Xiaoping Theory and
"Three Represents" important Thought, foster firmly and implement the Scientific
Concept of Development, carry out persistently for the Party to give top
priority to development in governing and rejuvenating the country, keep
pace with the times, open up and blaze new trails , make concerted efforts
and catch hold the opportunities to describe the blue print of the 11th
five year plan - that's to say in 2010, to fulfill the local GDP of 24 billion
yuan RMB, gross industry value of 80 billion yuan, tax revenue of 4.1
billion yuan, employment of 200,000 people and per GDP consumption less
than 25% of which in the period of 10th five-year-plan, walk the modern

determined object of "Establish another Chongqing Industry Zone in New North
Zone by 2010"set by Chongqing municipal Party committee and government to
