Harbin Development Zone, or HDZ in abbreviation, consists of Harbin
Economic and Technological Development Zone and Harbin High and New
Technological Development Zone (both at the national level). As branches
of Harbin Working Committee and Harbin Municipality, the Working
Committee and the Administrative Committee of Harbin Development Zone
represent Harbin Municipal Party Committee and Harbin Municipality to
carry on unified administration concerning the economic and
administrative affairs in the Development Zone. Main mission is to
develop high and new technological industries and become an impetus to
the economic growth of the provincial and municipal economy by means of
the investment promotion, good services and a favorable investment
environment, aiming at making friends with investors, enriching the
investors, and finally enabling investors to settle in the Development
Zone. By the end of the year 2001, 581 foreign-funded enterprises from
32 countries and regions have been set up in the Development Zone with a
contractual foreign investment of 1.2 billion USD and actual foreign
capital invested of 600 million USD; 2635 inland-associated enterprises
have been approved. In the year 2001, the GDP reached 5.97 billion Yuan
RMB, the industrial output value was 2.675 billion Yuan RMB, tax revenue
figured 1.35 billion Yuan RMB, contractual foreign capital was 127
million USD and actual foreign capital invested totaled 73.2 million
USD.
Within the Development Zone, High-tech Pioneer Center, High and New-tech
Enterprise Incubator and Overseas Students' Park have been established.
The "Multinational Direct Trade Channel" enables direct access to
Russia; a cooperative relationship has been set up between Harbin
Development Zone and the Novosibirsk Science Institute Technological
Park of Russia; The Russia-oriented Scientific and Technological
Cooperation Center is also in service. The Development Zone has also
been approved by the State as the exportation base of high and new
technological products. The frame of "one zone consisting of various
parks with various functions" has been created. These parks include the
centralized parks, university parks and administration and scientific
and technological parks. With the development of the past 10 years,
Harbin Development Zone has become a new focus of investment and cradle
of success for investors, giving full play to the preferential policies
granted by the State and creating first class development environment to
provide investors with good services.
