Qinhuangdao Economic & Technological
Development Zone (QETDZ) is consisted of two parts-the Eastern Zone and
Western Zone. It was approved in October 1984, and now has a developed
area of 8 square kilometers.
Geographical Location
The western zone, known as QETDZ West, lies in the west of Qinhuangdao
urban area, 281 kilometers away from Beijing, the Capital and 245
kilometers to Tianjin. Located between the two economic regions of
Northeast China and North China, it is only 1.5 kilometers to Port of
Qinhuangdao. QETDZ East located along the coast to the southeast
of Qinhuangdao city, and boarders on Liaoning province to the east and
the Great Wall to the west.
Climate
Qinhuangdao is of
warm temperate continental monsoon climate with mild winters and cool
summers. The average yearly temperature is 10.1 centigrade, with an
annual average rainfall of 698 millimeters.
Communication and Transportation
In the western section, the Beijing-Harbin, Beijing-Qinhuangdao and
Dalian-Qinhuangdao railroads converge here. Beijing-Harbin and
Tianjin-Qinhuangdao state highways pass QETDZ West on the south and west
sides respectively. And the Beijing-Shenyang expressway passes on the
north. QETDZ West is 15 kilometers away from Qinhuangdao Civil Airport,
which now has 17 domestic routes open to cities such as Shanghai,
Dalian, Xi'an, and Kunming. For the eastern section, to the north it is
connected with the Shanhaiguan Cargo Marshalling Station, which is part
of the Beijing-Harbin Railway and one of the top 6 marshalling stations
in China. And the zone is open to the Bohai Sea to the south. In the
zone there is a specialized railway connecting the Shanhaiguan Cargo
Marshalling Station of Beijing-Harbin Railway and the Shanhaiguan Harbor
and the Port of Shanhaiguan Shipyard, which handles 600,000 tons of
cargo a year. A new Shanhaiguan port, with an estimated annual cargo
handling capacity of 10 million tons from 8 berths, is under planning.
QETDZ East accesses No. 102 State Highway (Beijing to Harbin) from its
north, getting connected to the Beijing-Shenyang Expressway and the
Hebei provincial network of roads circumventing the Bohai Sea coastal
areas. QETDZ East is only 3 kilometers away from Qinhuangdao Airport.
Mineral and Tourism Resources
There are over 40 kinds of proven metal
and non-metallic mineral including magnesium, gold, lead, copper, iron,
coal and marble. Magnesium reserves are estimated at 400 million tons.
As an important export terminal for energies and a base of building
material industry, Qinhuangdao is also a popular tourist resort, as
evidenced from its nickname "the Summer Capital" of China. The Beidaihe
Beach, Shanhaiguan, and Old Dragon Head are all well-known scenic spots.
Human Resources
In the
Qinhuangdao City, there are 8 universities and colleges, including
Yanshan University and Northeast University, 16 secondary technical
schools and 15 vocational schools and 120,000 professionals and skilled
workers of all kinds. Each year about 3,000 graduates from colleges and
secondary schools and 3,000 from technical and vocational schools join
the local labor force.
Industrial Structure
An industrial structure concentrating on metallurgy, machinery,
electronics, textiles, refined chemicals, building materials and
garments has already come into shape and is extending to a tertiary
industry related to new industries.
Investment Priorities
QETDZ
West focuses on high-tech industries like electronic information,
electromechanical integration, bioengineering, refined chemicals, new
materials, energy-saving and environmental friendly technologies and
products. While QETDZ East priorities comprehensive port industry,
trading, logistics and tourism.
