As one of the five state-level high-tech
parks particularly supported by the Chinese central government, Shenzhen
High-tech Industrial Park (SHIP) was established in September 1996,
which covers an area of 11.5 km2.In 2003, the total industrial output
value of SHIP was 89.5 billion RMB, in which the hi-tech output was 86.7
billion RMB, that means SHIP occupying 0.6% of the total Shenzhen land
produced 18% of the whole industrial output of Shenzhen, and its value
of exportation was 5.2 billion USD. SHIP is becoming a rich soil for
business and home for success.
Shenzhen Municipal Government is
responsible for the leadership, decision-making, planning and
macro-management of SHIP. It adopts an open-oriented three-level
management pattern in line with the concerned Chinese laws and
regulations, neither breaking the approval chain and process of the
relevant governmental departments, nor changing their administrative
functions to such a high-tech park. The decision-making body is the
Administrative Group of SHIP with the mayor of Shenzhen as the head,
supervising the implementation of the relevant policies on the
development of SHIP. The management body is the Administrative Office of
SHIP, responsible for the routine daily work in SHIP. The service body
includes the Service Centre of SHIP, the Service Centre of Shenzhen
Virtual University Park and the Service Centre of Shenzhen Software Park
providing the complete service to the enterprises and scientific
research institutes in SHIP.
With Regulations for the High-tech
Industrial Park of Shenzhen Special Economic Zone in effect guarantees
the construction and development in SHIP legally. SHIP is the first to
establish the ¡°three networks in one ¡±broadband in hi-tech industrial
parks in China, which the computers in SHIP can be online through
10M/100M. SHIP has been issued the ISO9001 Quality Management System
Certificate, ISO14000 Environmental Management System Certificate and
SA8000 Social Accountability Management System Certificate. In
accordance with the spirit of ¡°daring to venture, striving to innovate,
tolerating failure and pursuing success ¡±, human environment
encouraging people to work with passion and taking human being as most
essential has been created in SHIP.
The leading industries are outstanding.
The electronic communication products in SHIP account for 98% of its
total output and have become leading industries. SHIP has formed the
communication industry group of mobile communication, program-controlled
exchanging and network equipments, the computer industry group ranging
from components, parts to complete machines, photo-communication
industry group of optic fiber, optical cable and devices, and the
software industry group of IC design, embedded software and systemized
integrated software. The industries in bioengineering and new materials
have also taken shape. The products with self-owned intellectual
property are more than half the total output. The output of products
with self-owned intellectual property has occupied over 50% of the total
output in SHIP. Lots of products maintain plenty share of the Chinese
and world market, which include: program-controlled switchboards, mobile
telecommunication facilities and access equipments by Huawei and ZTE
Corporations, the computers by The Great Wall company, the software
products of Kingdee & Powerise, optical instruments by Photon, the
medical treatment apparatus of Mindit and Mindray, the genetic
engineering products of Kexing and Sibono, pharmacies of Neptunus &
Hepalink, and the novel materials by Changyuan and Danbon. The IC design
enterprises have exceeded 100 in number, many of which have their own
original core technologies.
A new technological innovation system
that takes the enterprises as the mainstay and the public technology
platform as backup has come into being.SHIP is building and perfecting a
regional technological innovation system which is oriented by the
market, focused on the products, embodied with enterprises as the
mainstay and supported by the universities and research institutes,
combining the forces of government, industry, universities, research
institutes, capital and media, radiating to the neighboring areas and
extending to the whole China and outside world. Lots of big enterprises
have set up their research and development centers in SHIP and quite
some of them have their research funds exceed 10% of all their sales
revenue. The working base for the academicians of China Academy of
Science and China Academy of Engineering, the research institutions of
colleges and universities, the post-doctorate working stations in
enterprises, the engineering technology centers and the state key
laboratories have jointly formed a public technological platform for
Shenzhen. Enterprises in SHIP have not only been strongly supported by
the funds and investment setups & security bodies of the Chinese Central
Government and Shenzhen Municipal Government, but also been greatly
concerned by many venture capital firms such as IDG, Walden, Bahrain,
H&Q Asia Pacific. VC firms have invested 2 billion RMB in more than 20
enterprises. KINGDEE and Techwayson in SHIP have had IPO in Hong Kong
GEM. There are dozens of hi-tech enterprises in SHIP nominated for IPO
in China Nasdaq.
A multiple, professional and interactive
colony of incubators has taken shape. SHIP has formed multiple,
professional and interactive incubator groups which includes the
software park, the IC Design industrialized base, Virtual University
incubator supported by the government, the enterprise incubator
sponsored by the venture-investment institutions both from home and
abroad, the universities and colleges incubator established by Tsinghua
University, Beijing university, Harbin Polytechnic University and etc;
and the Overseas Chinese Student High-Tech Venture Park jointly set up
by the government and the overseas students¡¯ association. At present,
there are over 300 enterprises being incubated in SHIP. The venture
supporting investment system involved with the capitals from the
government, institutions at home and abroad and private groups is
providing strong risk-investment support for the incubating
enterprises.Famous universities and colleges gather in SHIP. Famous
universities get together in Shenzhen and join hands in SHIP. With four
years¡¯ development, Shenzhen Virtual University Park consisting of 43
renowned colleges and universities from China and abroad has become a
cultivating base for high caliber personnel, and transferring and
industrializing base for academic research achievements. Up to now,
10,000 students with master degree and doctor degree have graduated from
the Virtual University. Over 100 enterprises have been founded in
Shenzhen by colleges and universities, and about 121 academic research
achievements have been transferred into production. Utilizing efficient
talents, effective technologies and favorable environment, SHIP is
contributing efficiently to the society.
“Three in one” innovation environment.
SHIP is devoting itself to establishing beautiful environmental ecology,
enthusiastic humane ecology and perfect industrial ecology, a so-called
“three in one” innovation environment. There are over 1200 enterprises
that 74,000 people are working in. More than 50% of the employees are
college graduates, among whom over 1,000 are doctors, 12,000 Masters and
many returned overseas students and foreigners working here. They are
daring to venture, striving to innovate, tolerating failure and pursuing
success.
SHIP has established stable & long-term
relationships with the government organizations, science research
institutes and big enterprises from dozens of foreign countries and
regions in the world, including America, Canada, South Korea, Egypt,
Austria and Hong Kong, and set up the representative offices in the
park, engaging in technology exchange, personnel training, new products
development and many other international co-operations. This will
greatly accelerate the internationalization of the enterprises in
Shenzhen and blend our technology advancement into the big platform of
