The CCC mark conformity system certainly has significant impacts on the
“export to China” businesses of a large number of global manufacturing
factories in many industrial sectors across the world. In order to
assist such businesses to get familiar with the new CCC mark
requirements, we compiled the following general procedure for the CCC

Determine If Your Products Require CCC Mark
Obviously you must first determine if the products you plan to export to
China require the CCC Mark. Generally this step can be done by checking
the
list of products
subject to CCC Mark. There are totally 19 groups of
products divided into 132 product categories on this list. Please be
aware that the components and parts for assembling the finished products
as well as for spare and replacement parts may also be subject to CCC
certification.
Should your products fall into any of the 132 product categories, you
will be required to apply for the CCC mark unless a special exemption
from the CCC is granted by the authorities. Amlink International can

Self Assess the Compliance of Your Products with CCC Standards
Any
products for which the CCC certification marks have been applied must
comply with a series of preset Chinese standards and technical
requirements.
The
CCC certification relies on the Chinese GB Standards, standing for
“National Standards” in translation. It may take several months or even
longer to go through the CCC application and certification process.
Therefore, it would be wise for the manufacturers to make a
self-assessment, on the design-level, of their products against the
Chinese GB Standards. If you are not familiar with the GB Standards, you

Draft and Submit Applications For CCC Certification Mark
Application for the China Compulsory Certification (CCC) must be
submitted to only one of the authorized certification bodies by the
manufacturer directly or through its authorized representative,
consultant or agent. Chinese government agency CNCA- Certification and
Accreditation Administration has designated nine authorized
certification bodies, each of them has been assigned with specific
certification scopes that cover part of one hundred thirty two product
categories as in the
list of products
that are subject to CCC Mark. Except for two
accredited certification bodies, the designated certification scopes of
seven accredited certification bodies do not overlap each another in
terms of serving categories. Each accredited certification body can only
issue the China Compulsory Certification (CCC) for the products within
its designated certification scope, which means that CCC certification
for a product within one of the hundred thirty two product categories in
the
list of products
subject to CCC Mark can only be issued by one (some
cases two) of the nine accredited certification bodies.
If
a manufacturer holds the valid old CCIB and/or CCEE Certification for a
product to be exported to China, they are entitled to exchange such
certifications for the new CCC certifications. The application for the
certification exchange can be submitted by the manufacturer or its
authorized representative, consultant or agent.
If
the applicant does not hold any valid CCIB and/or CCEE Certification for
their product to be exported to China, they must submit a CCC
application with supporting materials to the appropriate accredited
certification body for the initial review.
If
the application is found not in compliance of basic requirements set
forth for CCC marks, the accredited certification body that is
processing the application will reject the application and return all
application materials filed to the applicant. Under certain conditions,
the applicant may resubmit the application along with necessary
supporting materials.
If
the application complies with the basic requirements set forth for the
CCC marks, the accredited certification body that is processing the
application will send an acceptance for processing notice to the
applicant. As the next step, the applicant should send relevant samples
to a CNCA-accredited test laboratory
for type testing.
Although some accredited certification bodies may accept application and
supporting materials in English, it will speed up the certification
process by submitting the application and supporting materials in
Chinese.
Onsite Inspection and Audit
In general, the Authorized Certification Body that is designated to
process your application for CCC mark will send official inspectors to
inspect and audit the manufacturing facilities the products to be
certified.
Evaluation of Inspection Audit Results and Approval.
The Authorized Certification Body will assess and evaluate the testing
reports and inspection audit results issued by the Accredited Testing
Lab that is conducting the relevant products to be certified for CCC. If
your products are found to be in compliance with the CCC requirements,
the Authorized Certification Body will issue a China Compulsory
Certification (CCC certification) to the manufacturer or its authorized
representative. If the evaluation results do not meet the CCC
requirements, the Authorized Certification Body will inform the
applicant, outlining the reasons for the failures. The applicant may
reapply for CCC certification after correcting the items that are deemed
to be unqualified.
Purchase or Print the CCC Marks and Labels
Providing the CCC certification issued by one of the nine authorized
certification bodies, the manufacturer or its authorized representative
can purchase the premade self-adhesive CCC Mark labels from the CNCA.
The labels must be affixed to the certified products. Four types of CCC
marks, including S, EMC, S&EMC and F are available in five different
sizes of 8, 15, 30, 45 and 60mm. The CCC certification Frames may also
purchased from one of the printing facilities designated by the CNCA.
Post Certification Supervision
The Authorized Certification Body will exercise regular supervision and
administration on the CCC certified manufacturers to ensure the quality
of their products constantly meet the CCC standards. typically,
manufacturing facilities need to have their products re-inspected and
audited by inspectors designated by the designated Authorized
Certification Body every 12-18 months.
Appeal Complaint and Dispute
If an applicant disagree with the decision made by the authorized
certification body on the CCC application, they have the rights to file
a complaint or appeal to the same Authorized Certification Body for a
reconsideration; they may also appeal to the CNCA directly.
